Obviously the “significant cognitive and behavioral differences between older adolescent girls and the youngest girls of reproductive age” are the EXACT REASONS why it should be available to girls seventeen and under. A sixteen year old is just as likely to get blackout drunk and not use a condom as an eighteen year old is. Not that drunken unprotected sex a good thing, either. Before I get started ranting about responsibility and equality, I’ll just stop now.
